Ukrainian emergency
Following the emergency caused by the Russian invasion of Ukraine and the consequent influx of refugees fleeing war zones, the EU Council decided to activate for the first time the safeguards provided for by Directive No. 55/2001, that allow the recognition of temporary protection for those entering the territory of the European Union.
As for our country, pending the adoption of a DPCM that fully govern the temporary protection permit related to this specific emergency, for those who have fled Ukraine after the outbreak of hostilities it is already possible to apply for a residence permit for temporary protection: the submission of this application, attested by the receipt issued by the Questura, will be sufficient to access services such as health care and education.
The submission of the application also allows Ukrainian citizens to carry out work, both autonomous and subordinate: they can, therefore, be regularly hired through the ordinary types of contract provided by our legal system.
In addition, the National Labour Inspectorate has given instructions to its local offices to give priority to those submitted by Ukrainian citizens in the examination of applications for the emergence from undeclared work pursuant to D.L. n. 34/2020, in order to facilitate family reunification and the territorial mobility of these workers.
